ABSTRACT
The policy implementation literature provides a productive framework for sorting out conceptual differences between policy implementation and evaluation, inputs and outputs, outputs and outcomes. The intention in this introductory session is not to review that literature (Hill & Hupe, 2002; O’Toole, 2000), but rather to clarify what I mean by outcomes in the context of this study, both in a conceptual and an operational sense.
