ABSTRACT

Chapter One described the core purpose of the study as: a) the illumination and interrogation of the implications associated with the UNDP’s dominant governance discourse, and b) the illumination and interrogation of the interplay between the dominant and minor discourses. Chapters Three though Six describe these two discourses in great detail and at various levels and scales, from global to regional to country. Chapters Seven and Eight, however, were primarily concerned with the potential for the dominant discourse to result in a praxis that creates space for authoritarian and elitist tendencies to flourish. In this final chapter, we ask: Where does this leave the minor discourses? What do they serve?
