State Concerns in Setting Environmental Priorities: Is the Risk-Based Paradigm the Best We Can Do?

Sometimes those of us who work at the state level think that people working at the federal level simply don’t speak the same language or live in the same world that we do. In fact, they don’t. In order for us to embark upon an effort to establish governmental goals that will wisely use limited, sometimes shrinking resources to meet the most legitimate environmental concerns, we need to examine these cultural differences.
