Hammers Don't Cut Wood: Why We Need Pollution Prevention and Comparative Risk Assessment

This conference volume examines the advantages and disadvantages of alternative paradigms for setting national environmental priorities. Some contributors, such as Mary O’Brien (see Chapter 6), essentially have suggested that every environmentally degrading activity should be a priority for pollution prevention activity. In light of such a view, why is it necessary or appropriate to set environmental priorities?
