ABSTRACT

Normally, employment as an occupationally disabled person at Samhall takes place via the auspices of the National Employment Office. All unemployed people in Sweden must register with the National Employment Office as unemployed in order to receive their unemployment compensation. Before discussing the recruitment program at Samhall, it may be relevant to mention something about the persons the National Employment Office judges to be potential candidates for assignment to Samhall. Among other things, this assessment is based on a government ordinance, ‘Special Measures for Persons with an Occupational Disability.’ In that ordinance it is specified that the target group for sheltered work at Samhall is those whose work capacity is reduced due to medical problems. ‘Functional disorders’ are problems that have been medically diagnosed by doctors or other medical experts that designate a person as in need of welfare services in relation to the rest of the unemployed population: ‘A person is occupationally disabled if a functional disorder impairs or prevents participation in working life,’ as it is expressed in a government report.
