ABSTRACT

It is unlikely that terrorism will be eradicated in the foreseeable future because the causes of political violence – ethnic rivalries, ideological conflict, and state repression – are unlikely to disappear. Perhaps the best that can be hoped for is that terrorism will be contained and reduced to a level that politicians and the people they represent will find “acceptable.” Such containment will not, however, address the causes of terrorism. Prolonged negotiation, sustained even in the face of terrorist attacks, by thoughtful representatives of all the parties involved may offer a better solution in the long term.
