A memorial service to the Israeli athletes who died in the Munich Olympics massacre o f 1972. The worldwide outrage at the massacre fueled calls fo r international cooperation against terrorism.

Punishment of the Crime of Genocide forbids the targeting of members of a national, racial, ethnic, or religious group, killing them, or causing them serious bodily harm or severe mental distress. This amounts to an explicit prohibition of terrorist violence, whether committed by states, factions, or individuals. In addition, the UN Declaration on Principles of International Law, calls upon states to refrain from “organizing, assisting, or participating in acts of civil strife or terrorist acts in another State.”
