ABSTRACT
Most of them can be avoided by adequate management procedures, and even where they cannot be avoided, most of their consequences can be markedly mitigated if the same procedures are followed. As in many of the issues considered in this book, the question requires planning and policy to be formulated in advance and not when the first dispute arises.
