ABSTRACT
EBIs are an outgrowth of three broad factors: (1) the desire to align professional practices with the current knowledge base, (2) efforts to enhance students’ welfare while holding steady or even decreasing costs, and (3) legal and regulatory mandates intended to improve educational outcomes. Each of these factors is considered in the following sections.
