ABSTRACT
This study assesses the progress of the judicial proceedings in Rwanda. While the authors praise Rwanda for its effort to resolve thousands of cases against alleged perpetrators of the 1994 genocide, they also discuss why such progress has been so slow and how the new government plans to implement a controversial traditional system of decentralized adjudication.
