ABSTRACT

Cruelty to animals undermines the foundations of morality and should be restrained by a definite law. Unfortunately, it cannot be denied that this evil is abroad among us. We see it daily before our eyes in various forms: in the nefarious and heartless mistreatment of horses, and of cattle for slaughter; in coarse viciousness towards domestic animals; in the cruelties which children are permitted to inflict upon all sorts of creatures without reprimand from their criminally indifferent parents-and indeed even in many truly inhuman experiments made in connection with scientific investigations in themselves of no importance.3
