LATIN AMERICA The southern half of the so-called N ew W orld, or the Western Hemisphere, Latin America lies to the south of N orth America, w ith the Atlantic and Pacific oceans to its east and west, respectively. It includes Central America (including Mexico), the Caribbean, and South America. It is also divided by economic development. W hile the nations of the southern cone (Chile, Argentina, and U ru­ guay) are relatively prosperous, the countries of Central America and the Andean Mountains are not. United by a common culture combining el­ ements of Iberia (Spain and Portugal), Native America, and Africa (the latter especially preva­ lent in Brazil and the Caribbean), Latin America is the only significant part of the developing

w orld that has been politically independent since the nineteenth century. Still, its history since 1965 has been troubling. Though it experienced sub­ stantial economic growth through the 1970s, most of the region was governed by m ilitary dictator­ ships. In many countries, these governments nearly bankrupted the economy, as they put the governments there into deep debt to first-w orld lending institutions. Since the 1980s, however, virtually all of Latin America has been liberated from dictatorship, though the economic problems created by the dictatorial governments continue to stifle growth. Latin America has also been making great strides toward developing its hu­ man potential, especially in the field of education.
