ABSTRACT
Relations among countries have frequently been called “high politics,” because foreign policy choices can be some of the most momentous decisions a national government can make. The consequences, in terms of the benefits of peace or the costs of conflict, can be enormous. As a result, foreign policy decisions are usually taken at the highest level of government. However, in the American system, power to make foreign policy has never been specifically located.
