ABSTRACT

This chapter has its origins in a fax that I received while in England. Would I be willing to give a “Wired-cyber-anarcho-futuristic” perspective on the impact of the information revolution on national security? Judging from the reputation that seemed to have preceded me, I was supposed to lend some futureshock-value to the proceedings. That very night I turned on the television to the BBC news to find a video clip of Speaker of the House Newt Gingrich doing his Toffler two-step on MTV, declaiming that we must move from brute force to brain force in Bosnia. If this was the scene from inside, I wondered how I could possibly top that from outside the Beltway.
