ABSTRACT

For maximum effectiveness in the employment of one’s naval forces at the operational level of command/war, a number of supporting structures and activities, arbitrarily called “operational functions,” should be fully established already in peacetime. They need to be properly sequenced and synchronized for ensuring successful employment of one’s military and nonmilitary sources of power in times of peace, operations short of war, and in war.
