ABSTRACT

In order to implement the ALERT Model introduced on p. 108, there must be a mechanism that provides direction and governance for sustained strategic planning activity. Below is a discussion of some of the key kinds of issues and principles that should be considered in selecting representatives of the regional economy for a strategic planning steering group whose role is to provide local governance leadership – i.e. leadership that is in direct follow-up to the “awareness” phase and in preparation for the “talk” stage of the ALERT Model, both of which are discussed below. To understand better the dynamics and relations among the various actors and their roles, it may be helpful to conceive these behaviors as a kind of “drama” – i.e. a theatrical-like performance.
