ABSTRACT
today as we trace in the heavens the flight of our rockets and satellites, as we peer into the heart of the atom to uncover the innermost secrets of life and matter, so do we also begin to note glimmerings which may give us control over our environment. We are finding what some day may be the means of escape from the ageless and inexorable grip of climate upon the life and fortunes of this planet.
