ABSTRACT
during the almost thirty years since I took my first course in meteorology this science, along with others, has experienced some remarkable changes in outlook. Not the least among the changes has been the recognition that meteorologists, to paraphrase Mark Twain, not only can talk about the weather, but they also can do something about it.
