From Personnel Management to the Leadership of People

What does the worker – unskilled or skilled, manual, clerical, or knowledge worker – need to be able to take on the burden of responsibility ? What tools are needed ? What incentives ? What security ? And what do manager and enterprise have to do to be able to ask workers to take responsibility and to expect them to respond to this demand ?
