ABSTRACT

Evaluation Design The Results-Based HRD Model presented in Chapter 4 devoted several

steps to the evaluation process. One step involved selecting the evaluation method and design, perhaps one of the most important steps among those directly involved with evaluation. Sometimes the methods of evaluation are difficult to separate from the evaluation design. Evaluation methods concern data collection and are presented as data-collection methods in two chapters. Evaluation design presents a more general view of the evaluation. It is concerned with the development of a system or overall scheme to obtain the desired measurements at the appropriate time. Proper design is imperative for effective evaluation.
