The spring of 1998. It has been a difficult winter. If I look back on the months that follow my return from London and Bern, the thing that sticks in memory is how busy we are-giddy dizzying non-stop activity Dashing hither and thither, organizing the knowledge management board, explaining yet again the case for change, preparing budget instructions, making up tables and matrices, doing individual one-

on-ones, getting together with vice presidents, having working lunches with budget officers, convening the leaders of communities of practice, running focus groups, organizing retreats, or talking to potential partners.
