ABSTRACT

The problem for Conquerors is how to win Power against internal contenders and to exercise it against external enemies until victory is judged to be total. Thereafter the problems change. The Conqueror becomes the Ruler and the principal problem for Rulers is how to administer what has been won. On the surface one might suppose that the life of a Ruler would now be relatively easy Yet the difficulties faced by the Ruler often prove more challenging than those of the Conqueror. That is because a sharp transition needs to be made between reckless and ruthless enjoyment of the fruits of victory on the one hand and effective pacification of the defeated population on the other.
