This is a strange question to have to ask. You wouldn’t ask an organization whether it

had objectives, budgets or job descriptions because the answer would almost certainly

be ‘‘Yes’’. When you enquire whether leaders have a vision (having already underlined

that it is a picture of a future destination) they may quite genuinely say ‘‘Yes’’, when the

real answer is ‘‘No’’.
