ABSTRACT

Change can proceed along disparate paths. Within the human rights community, change is thought of largely in legal terms as entitlements. The task is making sure that rights-holders become aware of their entitlements and are able to assert their claims. Regarding duty-bearers, the challenge is to persuade governments to ratify international treaties and to ensure compliance. This approach is very much top-down, with norms promulgated at the international level and with international agencies, often in combination with international and domestic NGOs, critically spotlighting and exerting soft pressure on governments to comply.
