" Art. ll.-His Majesty the Emperor and King shall have the right to appoint Consuls in the dominions of His Highness the Sultan of Zanzibar. These Consuls shall be treated on the same footing, and shall enjoy the same privileges, immunities, and exemptions as those of the most favoured nation.
