influence on the East Coast of Africa was made in a Despatch addressed, by the Marquis of Salisbury to Mr. (afterwards Sir Gerald) Portal, British Commissioner and Consul-General, on the 22nd March, 1892, which was laid before Parliament with the ,~ Papers relating to the Mombasa Railway Survey and Uganda" (Africa No.4 (1892).
