His Majesty Edward VII, King of the United Kingdom of Great Britain and Ireland, Emperor of India, and His Most Faithful Majesty Charles I, King of Portugal and the Algarves, desiring to decide the question which has arisen between the two States relative to the frontier of their respective spheres of influence in Central Africa, by a Declara.- tion signed at London on the 12th August, 1903 (No. 323), have intrusted to Us as Arbitrator the decision of this question by means of a definitive Award without appeal.
