Leadership, Learning, and the Challenge to Democracy

This chapter begins with five challenges to leadership, all of which in some way serve to explain an increasing demoralization among teachers. This is portrayed by some commentators in the United Kingdom and the United States as a crisis of confidence in national leadership, but to what extent do these same critiques apply equally to Hong Kong? The language of outcomes, accountability, quality assurance, and excellence find a common register.
