ABSTRACT

The oppressed are losing confidence in the legislative process. Political hypocrisy and procrastination and the rising tide of Wallacism [George Wallace] and do nothingism is not contributing to the tranquility of the Nation. In my judgement, there has been an ample and admirable display of patience on the part of the oppressed.… Frustration and cynicism are now gripping the hearts and minds of our people. The present civil rights leaders are losing control of the masses. New civil rights groups are being formed whose devotion to the nonviolent concept has faltered. 1
