ABSTRACT

Have human rights come to govern private power? Like state violations, human rights abuse by private actors continues-but is increasingly challenged and intermittently checked. A new wave of global consciousness and transnational struggle has introduced new norms and strategies that chart possibilities for safeguarding human dignity across public-private borders. Such possibilities for global governance still founder too often over lack of resources, inconsistent institutionalization, or diffuse responsibility. Nevertheless, human rights are slowly and unevenly constructing global civil society: setting new agendas, empowering new agents, and crafting new tools.
