ABSTRACT

Health and safety management performance is often expressed as a series of negative outcomes, such as an absence of injuries, ill health, incidents or losses. But it is often a matter of chance whether dangerous events cause

injury or loss. An effective planning system for health and safety requires organizations to set up, operate and maintain a management system that can detect, eliminate and control hazards and risks. Where there are long latency periods before a health problem becomes apparent, such as Asbestosis or lung cancer caused by Asbestos fi bre inhalation, the planning process is particularly important.
