ABSTRACT
After many hesitations the government has now brought forward legislative proposals to abolish domestic rates in Scotland and to institute a modified poll tax — the community charge — in its place with effect from 1989. It had been expected that a similar reform of the rating system in England and Wales would follow some years after the Scottish reform had been completed but the government now intends to speed up this process.
