ABSTRACT
In this chapter Felicity Fletcher-Campbell reviews the routes by which children arrive in care and stresses the importance of continuity in planning the education of children in care. She argues that education may be neglected when discussions take place about the needs of children taken into care, and that low expectations for educational achievement may have far-reaching consequences.
