ABSTRACT
In this chapter Tony Kerr describes the review of special education provision in Avon, which he coordinated in 1990/1. He provides details of the background to the review, the terms set by the Education Committee, the establishment of eleven task groups to produce reports on aspects of special education, and the outcome of the review process.
