ABSTRACT

Development is a term that has been frequently used by many authors to describe the process of change in third world developing countries. Some of them like Spengler defines it in a general way as "when an index of what is deemed desirable increases in magnitude."1 Others have broken down the term into different phases as economic or political development, with each phase having its own characteristic.2 Some researchers associate development with economic growth, thus disregarding the socio-political and cultural context within which the economy functions and measuring a country's development from a quantitative perspective.
