ABSTRACT
Introductory Remarks We are not yet there. Good progress has been made on all sides but certain impasses have still to be resolved. The bilateral agreements have now been concluded, the one with the USA in November 1999 and the one with the EU on May 19, 2000. Other WTO members, with the exception of Mexico, have also achieved agreement at the bilateral level. The results have been widely publicized and will be known by most of the readers (for the details of the EU-China agreement, see Annex 1). The US has given the green light and granted permanent normal trade relations (PNTR) treatment to China, at least for this year.
