ABSTRACT
This account of community action in Hieidaira underscores just how non-trivial locally effective resource mobilization and utilization can be. An understanding of the successes of the locals, however, involves not only an organizational focus, but also one on the models which guided the locals and the wider social and political circumstances within which they found themselves. In this chapter a treatment of the theoretical importance of these realizations is presented.
