ABSTRACT

Japanesetechnocratsareveryproudoftheirroleinthedevelopmentofmicroelectronics.Workintheareawasinitiatedinthe publicsectorandlaterhandeddowntotheprivatesectorfor commercialdevelopment.Thesocialcostofsuchtechnologywas recognizedinthepublicsectoronlyafterinternationalconcern aboutitsimpactonsocietyhadbecomeapparent.Inthischapter, wefocusontheinterplayofthreesocialsectors,public,private andcitizen.Itissignificanttonotethattheacademicsectorwas almostentirelyremovedfromthesceneinthe1980s.
