ABSTRACT

In this chapter atten tion is focused primar ily on the selec tion of people from outside the employ ing organ iz a tion. These may be employ ees, contract ors or capab il it ies taken into the organ iz a tion under a variety of contrac tual arrange ments. The systematic approach to the selec tion of employ ees may and also should apply to people who are already employed by the appoint ing organ iz a tion, for example in promo tion decisions and in the clarity of criteria required to subcon tract ors. Two basic ques tions provide the found a tion for an effect ive system:

1 What are the criteria for effect ive perform ance against which select ors and other decision-makers judge the suit ab il ity of candid ates for appoint ment or to provide services?
