ABSTRACT

This comparative study was undertaken for the European Childcare Network, which disseminates information to European Union member states about the relationship between services to young children and equal opportunities in employment. Helen Penn found significant variations between services in the three countries, with services in the UK being noticeably the worst. The quality of services to young children was directly linked to the job satisfaction of the adult workers. Where the ethos was confident, constructive and relaxed, children with a wide range of abilities and interests could successfully be included.
