ABSTRACT

This chapter examines the impact of changes to the structure, funding and management of local government on children and young people identified as having ‘special educational needs’. Kathryn Riley was an elected member of the Inner London Education Authority (ILEA) in the 1980s and she draws on her experience and research to discuss the consequences of the abolition of the ILEA for educational equality. She concludes with a discussion of the Local Government Review and how far proposed changes will confirm or erode children’s educational rights.
