ABSTRACT

This chapter takes a controversial view on how quality should be achieved in open and distance learning. I shall argue that resources should be concentrated more on the creation of high quality materials and less on the testing of these materials. The discussion purposely excludes other factors that undoubtedly affect quality, such as the delivery system and learner support: I restrict attention to the appropriate balance between creation and testing.
