ABSTRACT

One morning in the summer of 1170, while the long royal procession was returning from an outing, Ch ng Chung-bu gave the order, 'Off with all the heads that wear civilian hats!' and following a premeditated plan heads began to roll. There were coordinated uprisings in the provincial garrisons and a great many officials were ruthlessly slaughtered. There was already in existence a deliberative council of generals called the Chungbang and a lesser one for regimental commanders, and under the direction of the three leaders of

the revolution, Ch ng Chung-bu, Yi i-bang and Yi Ko, these were now developed into instruments of government.
