ABSTRACT

Per Dalin is Director of the International Movement Towards Educational Change (IMTEC) and in this chapter offers a frank, personal reflection on the 15-year history of the institution. This reflection focuses particularly on some of the ironies entailed when an institution is evolving a strategy for the improvement of schooling through leadership training and organizational development while at the same time the institution itself, and particularly its Director, is mobilizing support, competing for resources, negotiating with government and international agencies, developing and modifying a strategy of change, establishing legitimacy, and developing its own pattern of internal management. The Director now feels that he could have benefited from the training which IMTEC was offering to others. IMTEC was itself coping with becoming the kind of learning system which it was urging on clients. The chapter concludes that IMTEC, and associated and related projects, has developed a valuable knowledge base for the process of institutional change but ends with the question of whether this knowledge is being fully utilized by the institution and associated projects.
