Introduction

The idea is now widely spread that tertiary education should follow secondary as a natural thing for very many young people. The proportion who go on from school to college or university is increasing in most countries despite growth of population and despite the financial burden. In the USA mass higher education seems likely to become universal higher education by the end of the century or soon after the beginning of the next.
