ABSTRACT

Under the Soviet government, significant changes have occurred in the development of public education, science and culture. The citizens' right to education is guaranteed and ensured by an extensive network of schools, free tuition at all levels, instruction in local languages, availability of trained teachers, a wide network of secondary and higher vocational schools, government grants for students, a system of part-time adult education, and a ramified network of cultural and educational centres. The Soviet system of public education is built on the following principles.
