ABSTRACT

As in other federally organized countries (such as Switzerland, U.S.A. and Canada), the responsibility for education in the Federal Republic of Germany lies with the State Governments (Länderregierungeri). Thus, each State (Land) has its own Minister of Cultural Affairs (Kultusminister), but there is no Ministry of Education for the country as a whole. As educational policy is likewise a matter for the various Lander, the Minister of Cultural Affairs of Baden-Württemberg commissioned the Institut für angewandte Wirtschaitsiorschung of the University of Basel to draw up an educational plan for the land. 1 More specifically, the assignment was to prepare a model of the educational system and to link it to the development of the economy over the next 15 years. 2 The model has the dual purpose of assisting educational policy and serving as a pilot study of educational planning on the state level in the Federal Republic of Germany.
