ABSTRACT
This essay examines the institutional arrangements for educational planning and reviews the methods that are actually employed by edu-cational and manpower planners in the U.S.S.R. The annex to this paper presents an annotated bibliography of the major Soviet sources on educational planning and its administration in the Soviet Union. The sources identified in the annex are selected not merely as a guide for readers interested in further study of this complex subject, 1 but also as an additional review of the topics discussed in the text of this essay.
