Background and Objectives of the Mediterranean Regional Project The Mediterranean Regional Project (MRP) reflects the increasing

attention that has been accorded during the past decade to the role of human resources in economic development and growth and to the contribution of education to • human capital' formation. Within the Organization for European Economic Co-operation (now the Organization for Economic Co-operation and Development) the long-standing interest of the Committee for Scientific and Technical Personnel in problems of educational development in member-countries led, in late 1961, to the Policy Conference on Economic Growth and Investment in Education, which was held in Washington under the auspices of the OECD. The papers presented at this Conference emphasized the potential relationship between education and economic development and growth and stressed the importance of long-term educational planning in order to ensure the development of the human capital required to meet a society's development or growth goals.
