ABSTRACT
First, the Islamic institutions must change in favour of grass-roots orientation to development and participatory democracy. This needs transforming the OIC system and the present political milieu of the Muslim countries into Shuratic forms. The Shuratic Process must then be made to determine the political economy, institutions and scientific reconstruction of the Muslim people. The relationship of the Muslim world with the rest of the world must then be taken up in the same framework of the extension of the Shuratic Process respecting relationships with the global system.
